Federal and State Materials and Environmental Management Programs (FSME) Working GroupsRevision to Policy Statement on "Statement of Principles and Policy for the Agreement State Program," Management Directive 5.6, "Integrated Materials Performance Evaluation Program (IMPEP)," and Management Directive 5.10, "Formal Qualifications For Integrated Materials Performance Evaluation Program (IMPEP) Team Members"Purpose: The purpose of this working group is to review and revise (1) Commission Policy Statement on "Statement of Principles and Policy for the Agreement State Programs" (62 FR 46517, dated September 3, 1997), (2) Management Directive 5.6, "Integrated Materials Performance Evaluation Program (IMPEP)," and (3) Management Directive 5.10, "Formal Qualifications for Integrated Materials Performance Evaluation Program (IMPEP) Team Members." This working group is established in response to Commission Direction in Staff Requirements Memorandum for SECY-10-0105, "Final Rule: Limiting the Quantity of Byproduct Material in a Generally Licensed Device." The Commission directed the staff to update the Commission Policy Statement on "Adequacy and Compatibility of Agreement State Programs" and associated guidance documents to include both safety and source security considerations in the determination process. Charter: Electronic file can be located in ADAMS with accession number ML112590442 Members: 10 CFR Part 40 Interagency Jurisdiction Working GroupPurpose: The 10 CFR Part 40 Interagency Jurisdictional Working Group (IJWG) was formed to assemble a group of representatives from numerous Federal agencies and the States to resolve jurisdictional and technical issues associated with regulating low-concentrations of source material (uranium, thorium). Members:Web-Based LicensingPurpose: The working group will evaluate the status of NRC and Agreement State license data and develop a plan for including nationwide license data in the web base licensing system for license verification purposes. Charter: Electronic file can be located in ADAMS with accession number ML092250732 Members:Standing Committee on CompatibilityPurpose: The Standing Committee for Compatibility evaluates compatibility designations for program elements pursuant to Management Directive 5.9, Adequacy and Compatibility to ensure consistency during promulgation of regulations by documenting decisions on compatibility and their basis and take into account implementation issues and NRC staff’s review of State regulations under the Integrated Materials Performance Evaluation Program. Members:Configuration Control Board for the National Source Tracking SystemPurpose: The mission of the NSTS CCB is to ensure that the NSTS is maintained in a manner that is responsive to NRC business needs while ensuring sustained compliance with applicable information system standards and requirements. Consideration will be given to a full range of standards and requirements including those related to system security as well as effective software engineering and project management practices. Additionally, the CCB will ensure compliance with budgetary constraints and alignment with the overall NRC enterprise architecture. To accomplish this, the CCB will implement and administer repeatable processes for review and disposition of all Change Requests (CR’s). These processes will support the key concepts of release-based system maintenance. IMC 1246 Working GroupPurpose: To revise and update Inspection Manual Chapter (IMC) 1246, “Formal Qualification Programs in the Nuclear Material Safety and Safeguards Program Area”, Materials License Reviewer Qualification Journal and Materials Health Physics Inspector Qualification Journal. The revisions and updates will: (1) provide licensing and inspection personnel with the tools and training necessary to make risk-informed decisions that address security aspects, as well as health and safety and foster a security culture, (2) update IMC 1246 to include new formal materials training and new licensing and inspection guidance and procedures (i.e. security inspection training, pre-licensing visits, naturally occurring or accelerator-produced radioactive material (NARM), (3) change the format and content of IMC 1246 and qualification journals to more closely follow the apprentice style approach developed by the Office of Nuclear Reactor Regulation (NRR) for IMC 1245, and (4) determine if new classroom training should be developed or required for qualification as a license reviewer or inspector and address the need for the 5-week health physics course. Charter: Electronic file can be located in ADAMS with accession number ML102070518 Members:NUREG 1556 Series Update Project Working GroupSteering CommitteePurpose: To update licensing guidance provided in the NUREG-1556 series by (1) incorporating requirements for the security of licensed material, (2) removing information that warrants protection from the guidance, and (3) updating the guidance to reflect regulatory and procedural changes that have occurred since the documents were last published.
