Part 35 Medical Event Definition RulemakingPurpose: This rulemaking would amend the regulations to revise the definition of a medical event specific to permanent brachytherapy. Members:
Self-Assessment of the Integrated Materials Performance Evaluation Program (IMPEP) Working GroupPurpose: To conduct a documented self-assessment of the IMPEP program with appropriate findings and recommendations to improve its effectiveness; and prepare an internal procedure for conducting future periodic systematic self assessments and capturing lessons learned. After completing the tasks mandated by their charter the working group documented their findings and recommendations in the form of a written report that can be accessed in ADAMS with accession number ML102030209 Members:
Radiation Source Protection and Security Task ForcePurpose: The Radiation Source Protection and Security Task Force was established by the Energy Policy Act of 2005. The Act charged the Task Force with 1) evaluating and providing recommendations relating to the security of radiation sources in the US from potential terrorist threats, and 2) providing recommendations for appropriate regulatory and legislative changes to Congress and the President. Public Education Task Force SubgroupPurpose: ThePublic Education Subgroup was tasked with creating a concrete, actionable plan for a coordinated public education campaign to reduce fears of radioactivity, diminish the impact of a radiological attack if one were to occur, and provide a deterrent to attackers considering the use of radiological materials. Members:
Cesium Chloride (CsCl) Task Force SubgroupPurpose: The CsCl Subgroup was tasked with conducting a study to assess the feasibility of phasing out the use of CsCl in a highly dispersible form. This study was to consider the availability of alternative technologies for the scope of current uses, safe and secure disposal of existing material, and international safety and security implications. Members:
Alternatives Technology Task Force SubgroupPurpose: The Alternative Technologies Subgroup was tasked with evaluating financial incentives, research needs for alternative technologies and designs, and the cost-benefits of potential alternatives for Category 1 and 2 sources. Members:
Radiation Sources Task Force SubgroupPurpose: The Radiation Sources Subgroups is tasked with reevaluating the lists of radioactive sources that warrant enhanced security and protection to see if any changes are necessary. This subgroup is also working on a national definition for a significant radiological dispersal device and radiological exposure device. Members:

Part 51.22 Revision to Categorical Exclusion form Environmental ReviewPurpose: This rulemaking was intended to amend the regulations to include additional categorical exclusions and thereby eliminate the need to prepare unnecessary Environmental Assessments. This working group completed its actions with the issuance and response to the Commission's March 11, 2010 SRM on the rule. Members: PRM-73-10 Petition Working GroupPurpose:This petition requested that the Commission strengthen its regulations regarding protection of shipments of spent fuel and high level waste. This working group completed and published a federal register notice (64012) on December 7, 2009. The petition was partially denied with the remainder being considered in the NRC rulemaking process. Implement US/IAEA Safeguards Agreement Additional Protocol Working GroupPurpose: This rulemaking working group would amend the regulations to implement the Additional Protocol to the US International Atomic Energy Agency Safeguards Agreement. Members:
Implementation of Increased Controls Working GroupPurpose: The Implementation of Increased Controls Working Group (IICWG) was created to address implementation issues associated with the increased controls. The purpose and activities of the IICWG are divided into an implementation phase and a compliance phase. During each phase the working group will review and recommend an approach to dispositioning an identified issue. Members:
Subgroups of Implementation of Increased Controls Working GroupSubgroup on Future InspectionsPurpose: The Implementation of Increased Controls Working Group established this sub-group to formulate an additional guidance for conducting re-inspections of the Increased Controls (IC) component of the Health and Safety Programs of radioactive materials licensees. Retrospective Review Sub-GroupPurpose: To review best practices and lessons learned from Increased Controls Program to determine whether current increased controls are effective in enhancing the control over sources, reducing the risk of unauthorized use of radioactive material, through access controls to aid prevention, and prompt detection, assessment, and response to mitigate potentially high consequences that would be detrimental to public health and safety. National Source Tracking System Working GroupsNational Source Tracking System (NSTS) Interagency Coordinating CommitteePurpose: The primary responsibility of the Interagency Coordination Committee is to aid the Steering Committee and the National Source Tracking Working Group in accomplishing the goals as defined in their charters, and to provide guidance regarding interagency issues associated with the development, coordination, and implementation of the national radioactive source tracking system. Members:
Former working groups of the NSTS Coordinating Committee----------National Source Tracking Working GroupPurpose: The National Source Tracking Working Group was formed to develop a national tracking system for radioactive sources of concern, and to make recommendations for rule changes which may be necessary to improve tracking of radioactive sources of concern and to implement the system. Safe Source Steering CommitteePurpose: The Safe Source Steering Committee’s responsibility was to aid the National Source Tracking Working Group and the Web-based Licensing Working Group in accomplishing their goals as defined in their charters, and to provide guidance regarding critical issues associated with the development, coordination, and implementation of the national radioactive source tracking system and the licensing system. Working Group on Access ProceduresPurpose: The NSTS Working Group on Access Procedures was formed by the Interagency Coordination Committee (ICC) to develop guidelines for dealing with request from within and outside Government for information in the NSTS. Technology Vision Working GroupPurpose: The NSTS working group was formed by the NSTS Interagency Coordination Committee to exchange and generate ideas with agency partners in order to formulate a vision to enhance technologically a national system for timely tracking radioactive materials throughout their lifecycle. ---------- National Source Tracking System (NSTS) Expansion RulemakingPurpose: The National Source Tracking System (NSTS) Expansion Rulemaking Working Group was formed to develop a rule to expand the NSTS to include Category 3 data. The primary role of the working group is to assist in developing the draft proposed rule and the draft final packages, including rule text, statements of consideration, and supporting information for regulatory analyses.Members:

Radiation Source Protection and Security Task Force SubgroupsGeneral License Restrictions RulemakingPurpose: The purpose of this working group is to form develop a rule related to establishing restrictions to the general license rule (10 CFR 31.5) to limit the amount of radioactive material that a licensee may possess under a general license, and its associated requirements. The primary role of the working group is to assist in developing the draft final rule packages, including rule text, the regulatory analysis, and supporting information for regulatory analyses. As the rulemaking process is in progress, the working group members are still working on their tasks as need. Members:
Decommissioning Planning Working GroupPurpose: This rulemaking would amend the regulations to reduce the likelihood that any current operating facility will become a legacy site. This working group has been inactive since the final rule was published on June 17, 2011. Members:
Low-Level Radioactive Waste (LLRW) Extended Storage Guidance Working GroupPurpose: This working group was formed to assess the adequacy of LLRW storage guidance as it applies to all types of licensees given current challenges in access to permanent disposal for some types of LLRW. The group is also to evaluate the need for supplemental guidance given changes in LLRW management strategies (e.g. life of plant LLRW storage, storage consolidation etc) associted with lack of disposal access. guidance to perform a gap analysis based on changing
circumstances and disposal access challenges, and
to suggest supplemental guidance as necessary.
